 Dear Leesburg Residents and Businesses:

Effective February 1, 2020, the Regional Income Tax Agency (RITA) will begin collecting municipal income tax for the Village of Leesburg. RITA is a non-profit governmental agency established in 1971 under Chapter 167 of the Ohio Revised Code and is the largest municipal income tax collection agency in the State of Ohio. The Village of Leesburg chose the Regional Income Tax Agency for its ability to offer residents and businesses ePayment, free eFiling capabilities, and its ability to maximize the Village’s tax collection efforts. RITA will be responsible for the administration and collection of all income taxes and will serve as an agent of the Village of Leesburg in this capacity.

After February 1, 2020 all Village of Leesburg tax payments and tax forms, for current and prior tax years, are to be sent to RITA. We encourage you to utilize RITA’s electronic filing and payment system as it is fast, secure, and simple to use. The system will be available for your use beginning February 20, 2020.

Checks or money orders should be payable to the Regional Income Tax Agency or RITA. Please include your account number as indicated above on all payments and correspondence. 
Individual Municipal Income Tax Returns (RITA Form 37) and payments (if applicable) are due by April 15, 2020. You may be subject to applicable penalty and interest charges if a completed tax return or payment is not received by that date. Estimated payments for tax year 2020 not paid or paid late will be charged penalty and interest. 

Business accounts will receive 2020 withholding forms the beginning of February. If you have an existing account with RITA and are already remitting withholding taxes for another RITA municipality, simply add the Leesburg withholding tax payment to the RITA Form 11.
